Harmonic balancer

I have a question regarding the installation of the harmonic balancer on a 360. I used a installer tool from Auto Zone, and thought it was installed properly. I had it torqued to 90 pounds and thought all was well. But when I put on the pulley's, I noticed they did not quite line up. I pulled off the pulley's and harmonic balancer bolt and discovered it was not flush with the end of the crank shaft. There is a 3/8" difference. Is it supposed to be flush, or is this gap normal. This is my first harmonic balancer install.

I think they do go flush, and IIRC there is a big flat washer under the bolt that presses it down...

Be careful that the bolt isn't bottomed out. Mine did that when I changed from a 3 bolt HB to a 4 bolt HB I had to get a shorter bolt to get it pulled down.
